While users outside the U.S. can make free Skype-to-Skype calls and use low-priced SkypeOut calling rates over 3G networks, U.S. cell phone customers will only be able to make calls over Wi-Fi networks.
"Skype is now available for phones running Android 2.1 or better, a significant expansion into the fast-growing Google mobile OS. But U.S. users will have to wait for Skype calls over 3G.
Until now Skype only ran on some Verizon Android-powered phones (and was arguably not very Skype-ish).
There are a few notable caveats to the free application, which is available now in the Android Market or from Skypes website. Its only tested on HTC and Motorola handsets running the version of Android called Eclair, it doesnt seem to work on the Samsung Galaxy S, Skype says, and the service isnt available in China or Japan."
